India’s Union Budget for the 2026-27 fiscal year has introduced a major overhaul of foreign development assistance, altering the distribution of regional aid in a way that signals fresh diplomatic priorities. Finance Minister Nirmala Sitharaman delivered the budget in Parliament, marking her ninth consecutive budget presentation.
Under the government’s “Neighbourhood First” policy, the total allocation for foreign aid under the Ministry of External Affairs has risen modestly compared with previous estimates. However, the distribution shows a clear shift away from some traditional partners and toward others.
Among immediate neighbours, Bangladesh saw one of the sharpest cuts, with its development aid reduced by about 50 percent from the last fiscal year. New Delhi allocated approximately Rs 60 crore to Dhaka, down from Rs 120 crore previously, after only a portion of prior funds was utilised amid growing diplomatic strains.
Bhutan continues to be the largest recipient of India’s foreign assistance, receiving the lion’s share of the budget. Increased funding reflects India’s long-standing strategic partnership and deep involvement in hydropower and infrastructure projects in the Himalayan kingdom.
Nepal and Sri Lanka have both seen increments in their allocations, reinforcing New Delhi’s commitment to development and reconstruction efforts in those nations. Aid to Afghanistan was maintained, highlighting continued humanitarian and development support.
Another striking feature of the Budget is the absence of funding for the Chabahar port project in Iran, which had previously been supported as part of India’s strategic connectivity plans to Central Asia. This decision reflects changing geopolitical dynamics and external pressures, including international sanctions that have complicated long-term cooperation.
The recalibration of foreign aid comes amid broader shifts in India’s regional diplomacy, including heightened tensions with Bangladesh and evolving ties within South Asia. Analysts say the reallocation of funds underscores India’s intention to prioritise countries where development partnership can yield both strategic and economic gains.
Overall, the Budget 2026-27 underlines a nuanced reorientation of India’s external assistance budget, balancing geopolitical realities with long-term development objectives across the neighbourhood.
