Kerala Declares MSC ELSA-3 Shipwreck a State Disaster

On May 29, 2025, the Kerala government officially declared the sinking of the Liberian-flagged cargo ship MSC ELSA-3 off the coast of Kochi a “State-specific disaster.” The vessel, en route from Vizhinjam Port, capsized on May 24, approximately 14.6 nautical miles from the shoreline. The incident has raised significant environmental, social, and economic concerns, prompting immediate government intervention.

Environmental Threats and Hazardous Cargo

The ship was carrying 643 containers, including 13 identified as containing hazardous chemicals such as calcium carbide and other volatile substances. The potential for chemical spills and the drifting of debris poses a serious threat to Kerala’s 640 km coastline. The Kerala State Pollution Control Board has initiated rapid response measures, including the deployment of oil containment equipment and the mobilization of volunteer squads to mitigate the impact of plastic pellets and other pollutants along the affected shorelines.

Rescue Operations and Crew Safety

An extensive rescue operation led by the Indian Coast Guard resulted in the successful evacuation of 21 crew members. However, three individuals remained on board to assist with salvage operations. Fortunately, there were no reported casualties, and the remaining crew members are safe. The Directorate General of Shipping has indicated that a mechanical failure in the ballast tank caused the vessel to capsize, with a detailed investigation underway to determine the exact cause.

Impact on Coastal Communities

The shipwreck has disrupted fishing activities along the affected coastline, impacting the livelihoods of local fisher folk. A ban on fishing within a 20-nautical-mile radius of the incident site has been imposed to prevent exposure to hazardous materials. Additionally, advisories have been issued to coastal communities regarding the safe handling of debris and potential pollutants.

Scientific Response and Long-Term Monitoring

In response to the environmental challenges posed by the shipwreck, the Kerala government has established a high-level expert panel comprising authorities in disaster management, environmental response, and marine economics. The panel is tasked with guiding clean-up operations and implementing long-term strategies for monitoring and mitigating environmental damage. This includes comprehensive sampling of marine water and beach sediments to assess chemical contamination and the use of advanced technologies to analyse pollutants.
