The Senate passed the sweeping budget and tax package on July 1 by a 51–50 margin, with Vice President J.D. Vance delivering the decisive tie-breaking vote. Two Republicans, Senators Tillis and Collins, joined Democrats in opposing the bill, which had to return to the House for one last push. In a dramatic session stretching into the early hours of July 3, the House approved the final text by a narrow 218–214 vote; only two Republicans, Rep. Massie and Fitzpatrick, sided with Democrats in resistance.

Profound Tax Breaks and Cuts
At nearly 900 pages and costlier than anything since the 2017 tax overhaul, the legislation permanently cements the Trump-era individual tax rates and brackets while introducing new deductions, for tips, overtime pay, and auto loan interest. Seniors earning less than $75,000 gain a $6,000 deduction, and the child tax credit rises from $2,000 to $2,200. SALT deductions quadruple to $40,000 for a five-year term, key for taxpayers in high-tax states. For businesses, 100% expensing on equipment and research aims to spur capital investment.

Shift in Federal Priorities
Republicans reallocated significant resources to defence and immigration: about $350 billion is earmarked for border security projects, including wall construction, detention facilities (up to 100,000 beds), hiring 10,000 additional ICE officers and Border Patrol agents, and imposing fees on immigrant applicants. Another $150 billion boosts military modernization, with $25 billion specifically directed toward the new Golden Dome missile-defence system.

Social Safety Net Overhaul
The bill enacts sweeping cuts to Medicaid and nutritional aid. Work requirements tighten eligibility, spending caps shift financial burdens to states, and emergency housing for hospitals in rural areas gets a $50 billion infusion. The Congressional Budget Office warns that nearly 12 million more Americans could lose health insurance by 2034 due to reduced Medicaid enrolment, with food assistance also slashed.

Fiscal Impact and Debt Concerns
While Republicans defend the bill, arguing it locks in tax stability and curbs income-tax burdens for families, nonpartisan CBO estimates project an added deficit of around $3.3–$3.5 trillion over the next decade. Alarmingly, the legislation also raises the federal debt ceiling by $5 trillion, enabling uninterrupted government borrowing. Fiscal conservatives like Senators Paul and Collins opposed or expressed concern over the debt implications.

Presidential Celebration on July 4
With Congressional hurdles cleared, Trump is expected to sign the bill on July 4 at the White House as military aircraft, including B-2s, F-22s, and F-35s, roar overhead in a show of patriotism and power. Speaker Mike Johnson framed the bill as fulfilling campaign promises on tax relief and border security.

Deep Political Divides
All House Democrats opposed the bill, criticizing it as a “reckless Republican budget” that gives tax breaks to the wealthy while weakening healthcare access for millions. House Minority Leader Hakeem Jeffries staged an eight-hour and 44-minute “magic minute” filibuster to delay the vote and spotlight the bill’s impact. Congressional conservatives and even former backers like Elon Musk denounced the bill for ballooning the debt and failing to align with some Republicans’ fiscal restraint principles.

Implications for 2026 Midterms
Despite mixed public sentiment, Quinnipiac polls show only about 29% support, the delayed implementation of major provisions gives both parties narrative space in the run-up to the 2026 midterms. Republicans hope to tout tax relief and security enhancements, while Democrats plan to spotlight cuts to healthcare, fuel inequality, and disadvantage vulnerable communities. Conservative Democrats are already targeting vulnerable Republicans who backed the bill.

This landmark legislation redefines national fiscal policy and signals a bold shift in governance priorities. Its passage highlights Trump’s sway over GOP lawmakers, but projections of $3 trillion-plus debt escalation and potential loss of health coverage for millions make it a flashpoint heading into next year’s elections.
