NEW DELHI – In a development that underscores the growing tensions in international trade, the Indian government has launched a formal investigation into the alleged dumping of a crucial industrial chemical from China. The probe was triggered by a high-profile complaint from Mukesh Ambani’s Reliance Industries, one of India’s largest corporate conglomerates.

According to official notifications, the Directorate General of Trade Remedies (DGTR), under the Union Finance Ministry, will spearhead the investigation. The focus is on imports of “Ortho-Xylene,” a hydrocarbon used primarily in the production of phthalic anhydride, which is a key component for making plastics, dyes, and synthetic fibers. Reliance Industries, a major domestic producer of the chemical, has petitioned the government, arguing that a surge of cheap Chinese imports is causing “material injury” to its business and the wider Indian industry.

The core allegation is one of “dumping”—a practice where a country exports a product at a price lower than what it charges in its own home market. Reliance claims that Chinese companies are selling Ortho-Xylene in India at a significantly discounted rate, making it impossible for local manufacturers to compete on a level playing field. This, they argue, not only threatens their market share but also jeopardizes domestic investment and employment in the sector.

The DGTR’s probe will now scrutinize the evidence to determine whether dumping has indeed occurred, the extent of the price difference, and the resulting harm to the Indian industry. The investigation is a standard procedural response to such complaints and reflects India’s commitment to World Trade Organization (WTO) protocols.

If the investigation concludes that dumping has caused material injury to domestic players, the finance ministry could recommend the imposition of anti-dumping duties on Ortho-Xylene imports from China. These duties are designed to act as a countermeasure, bringing the import price up to a fair market value and protecting local manufacturers from what is deemed unfair trade practice.

This move is being closely watched by industry analysts, as it highlights the ongoing challenges faced by Indian manufacturing from competitively priced Chinese goods. The outcome of this probe could set a precedent for other sectors grappling with similar import pressures.
