India Rising: Piyush Goyal Charts Course to Become Global Innovation Hub

Union Commerce and Industry Minister Piyush Goyal recently unveiled a bold vision: transforming India into a global innovation powerhouse. At the Start-up Mahakumbh event, Goyal announced a second ₹10,000-crore tranche for the Fund of Funds for Start-ups (FFS), with ₹2,000 crore immediately directed to SIDBI. This initiative is explicitly designed to seed deep-tech start-ups in AI, quantum computing, robotics, biotech, precision manufacturing, and semiconductor design, domains traditionally held back by high capital barriers and long gestation periods.

Ecosystem Strengthening through Infrastructure and Policy
Goyal emphasized government support that empowers rather than regulates. He’s urging SIDBI to establish at least one state-level start up hub providing shared prototyping equipment, reducing costs and accelerating development. He also highlighted reforms simplifying over 40,000 compliance requirements and reducing legal burdens, all part of an overarching ease-of-doing-business push.

India’s Growing Deep-Tech Arsenal
The minister underscored upcoming initiatives aimed at creating a talent-rich and technically advanced India. These include wide availability of AI and ML resources, quantum computing capabilities, and semiconductor R&D. As Goyal put it, India is transitioning from energy-centric trade to data-driven growth powered by cutting-edge technologies like AI, IoT, and semiconductors.

Start-up Momentum and Global Parallels
Noting India’s ascent to the third-largest start-up ecosystem with over 159,000 recognized ventures, a record 112 unicorns, and strong representation from tier 2/3 cities, Goyal referenced Israel’s one-startup-per-1,000-people benchmark as both inspiration and challenge. He encouraged India’s youth to pivot from job-seeking to entrepreneurial disruption, highlighting that 40% of recent Fund of Funds applicants are from smaller cities, and many are women-led.

Global Ambition: From Pandemic Resilience to Tech Leadership
Goyal pointed out that India proved its agility during the pandemic, serving as a trusted partner supplying medicines and vaccines worldwide, and is now ready to exports innovation across sectors like healthcare, fintech, defence, energy, and civil aviation. He reiterated that India has the ingredients – capital, infrastructure, skills, to build global tech hubs in cities such as Mumbai and Bengaluru.

Frugal Innovation: AI and Beyond
India’s competitive edge lies in “frugal innovation” building cost-efficient, contextually tailored technologies. With government support (e.g., provision of GPUs for AI R&D), start-ups are aiming to produce LLMs and native-language AI applications that could rival global competitors. Goyal’s goal: position India among leading players in ethical AI, one that prioritizes real-world applications and democratized access.

Cross-Border Collaboration & Trade-Leveraging Innovation
Amid talks on FTAs like the India–UK agreement, Goyal emphasized aligning trade with countries that complement India’s strengths, not compete. These pacts are aimed at unlocking innovation-driven growth and inviting synergetic investment. He also flagged India’s pivot toward tech exports, moving beyond energy and traditional services.

Opportunities and Challenges Ahead
While optimism is high, Goyal acknowledged the need for sustained patient capital, stronger domestic funding, and deeper original research. He urged domestic investors, insurance and pension funds, to support high-risk, high-reward ventures. Compared to US and Chinese firms, Indian corporates currently underinvest in frontier R&D but entrepreneurs are stepping up to fill that void.
