New Delhi: The Delhi Police have registered a First Information Report in connection with the alleged unauthorised circulation of a yet-to-be-published book by former Chief of Army Staff General Manoj Mukund Naravane. The action follows reports that a pre-print copy of Four Stars of Destiny had appeared on social media platforms and certain websites without officially approved clearance.
Law enforcement officials said they took cognisance of widely shared posts and digital forum discussions claiming that a typeset PDF version of the manuscript was being distributed, even though the book has not yet received mandatory authorisation from the relevant authorities. Preliminary checks indicated that the document, reportedly prepared by Penguin Random House India Pvt. Ltd., was accessible on some online platforms, and a finished cover image had been displayed on marketing sites as if the book were available for sale.
Under current rules, manuscripts by senior defence personnel or those touching on sensitive military issues must undergo a review process and secure clearance before publication. In this case, officials have said the required permissions from the Ministry of Defence are still pending, making the online circulation of the manuscript problematic from both a legal and security perspective.
The FIR has been registered with the Delhi Police’s Special Cell to facilitate a detailed investigation into how and by whom the unauthorised copy was disseminated. Investigators are examining digital trails, coordinating with online platforms to trace the origin of the leak, and trying to determine whether any organised effort was involved in spreading the material.
This development comes amid an ongoing political controversy. In a recent session of the Lok Sabha during the Budget Session, Leader of Opposition Rahul Gandhi displayed a purported copy of the unpublished memoir while raising questions about the government’s handling of key defence issues, prompting disruption in parliamentary proceedings and the suspension of several Members of Parliament.
Authorities have not yet publicly disclosed details of any suspects named in the FIR or indicated whether the publisher itself might face legal scrutiny for making unapproved material publicly visible. Meanwhile, the case underscores the tensions between intellectual property, confidentiality protocols for defence-related content, and broader political debates in India.
