KABUL – In a move being closely watched by global powers, the Republic of India has officially resumed its diplomatic operations in Afghanistan’s capital, signaling a new chapter in its complex relationship with the ruling Taliban regime. The re-establishment of the Indian embassy marks a pivotal shift from New Delhi’s previous stance, moving towards a policy of pragmatic engagement.
The Taliban-led government in Kabul was quick to hail the decision, with a senior spokesperson describing it as a significant “return gift” that paves the way for stronger bilateral ties. This diplomatic thaw comes after years of frozen relations following the Taliban’s takeover in 2021, which led India to evacuate all personnel from its embassy.
Analysts, however, suggest that this is more than just a diplomatic formality. At the heart of this cautious re-engagement lies one of Asia’s most ambitious and long-delayed infrastructure projects: the Turkmenistan-Afghanistan-Pakistan-India (TAPI) natural gas pipeline.
“The embassy’s return is the key that could unlock the TAPI pipeline,” says a South Asia geopolitical expert who wished to remain anonymous. “For India, secure access to Central Asian energy is a monumental strategic objective. For the Taliban, the project promises billions in transit fees and a degree of international legitimacy. It’s a high-stakes negotiation where both sides have much to gain.”
The proposed 1,800-kilometer pipeline, often dubbed the “Peace Pipeline,” is envisioned to transport natural gas from Turkmenistan’s vast Galkynysh field through Afghanistan and Pakistan, finally terminating in India. Valued at over $10 billion, the project has been hamstrung for decades by regional instability, security concerns, and political friction.
With a permanent diplomatic channel now active in Kabul, India is positioned to directly negotiate security guarantees and implementation timelines for the Afghan leg of the pipeline. This on-ground presence is crucial for mitigating the immense risks associated with constructing and operating critical infrastructure through volatile territories.
While significant hurdles remain, including international sanctions on the Taliban and persistent security threats from groups like ISIS-K, the reopening of the Indian embassy is a clear signal that New Delhi is betting on a long game. The success or failure of this diplomatic gambit could not only redefine India’s role in Afghanistan but also determine the fate of a pipeline that promises to be a genuine game-changer for regional energy security.
