NEW DELHI – A silent crunch is unfolding in India’s agricultural corridors. As demand for corn—a critical component for poultry feed, starch, and ethanol—continues to outstrip domestic supply, a pressing question emerges: why is one of the world’s largest agricultural economies not importing from global giants like the United States? The answer, it turns out, lies at the intersection of protective policy, hard economics, and strategic self-reliance.

At the heart of the matter is a significant supply-demand gap. Industry reports indicate a domestic corn shortfall of approximately 2-3 million tonnes for the current year. This deficit is primarily fueled by a robust recovery in the poultry sector, a major consumer of corn-based feed, and a kharif (monsoon) harvest that fell short of initial projections. The natural outcome has been a steady climb in corn prices, putting pressure on small and medium-scale industries.

For many nations, the logical step would be to bridge this gap through imports. However, India’s door to foreign corn, particularly from the U.S., remains effectively shut by a formidable barrier: a 50% import duty. This tariff includes a basic 15% customs duty and an additional 35% agriculture infrastructure development cess. This policy instrument makes foreign corn, even when priced competitively on the global market, prohibitively expensive once it lands on Indian shores.

Sources within the trade and industry circles confirm that even with the current high domestic prices, the landed cost of U.S. corn would be significantly higher. “The math simply doesn’t work for Indian buyers,” explains a commodities analyst who wished to remain anonymous. “The import duty acts as a strong economic disincentive, ensuring that domestic prices, while high, are still the more affordable option.”

Beyond the immediate economics, the government’s stance is rooted in a broader philosophy of protecting the interests of its millions of corn farmers. Allowing a flood of cheaper, often heavily subsidized, foreign corn into the market could trigger a catastrophic price crash, devastating rural incomes. This protective approach is seen as a long-term strategy to ensure stability in the agricultural heartland.

The government appears to be betting on the upcoming rabi (winter) season harvest to ease the supply pressure. Meanwhile, industry stakeholders continue to advocate for a temporary relaxation of import duties or the creation of a duty-free quota to meet the urgent needs of the poultry and starch sectors. For now, however, the message from New Delhi is clear: India’s corn problem will be solved with Indian solutions.
